How often do presidents actually implement their pre-election healthcare plan?

There is all of this hype about the US healthcare situation – as there should be, but there has been healthcare hype during every election I have been old enough to understand. Similarly, I have never felt a difference in US healthcare between different administration’s healthcare plans. Maybe it is because I have been employed with healthcare as a benefit and I never use it really.

Bill Clinton made big promises about health care during his campaign. After he was elected, he turned that over to his wife, who produced a volumes of paperwork without consulting anyone in the medical field. That plan fell flat immediately. And that was the last we heard of Bill’s health plan for the remainder of his term.
